Financial information relating to projected and actual income and expenditure, tendering procurement and contracts. Under this class, NHS North East Essex will provide the following information: NB - As a minimum, financial information for the current and previous financial year. Information regarding NHS North East Essex as a whole and, where appropriate, for directorates or departments as cost units. 2.1 Annual statement of accounts 2.2 Budgets and variance reports NB - In conjunction with annual accounts, financial information in sufficient detail to allow the public to see where money is being spent, where it is or has been planned to spend it and the difference between one and the other. Annual timescales should be used, together with shorter periods where practicable eg half yearly, quarterly. 2.4 Standing financial instructions 2.5 Capital programme - Information on major plans for capital expenditure including any public private partnership contracts. 2.6 Staff and Board members' allowances and expenses All Directors for North East Essex PCT are now based at Mid Essex due to the formation of the North Essex PCT Cluster. How we manage our financial resourcesThe Director of Resources has overall corporate responsibility for the control of the finances of NHS North East Essex:
The Board and the Finance & Performance Committee receive monthly updates on the financial position of the organisation and the Board makes decisions in regard to the allocation of these resources. It is a key target, set by the Department of Health, for NHS North East Essex to achieve financial balance by the end of each financial year. NHS North East Essex produces a Finance Report for each Board Meeting Commissioning servicesNHS North East Essex, with Clinical Commissioning colleagues, is responsible for determining the need for hospital and community based services, negotiating with local providers and funding the purchase of appropriate levels of care. This includes outpatients, diagnostic investigations, inpatient and day case treatment, accident and emergency services, including ambulance and emergency admissions to hospital, community hospital service and domiciliary care. The Director of Commissioning & Business Delivery has corporate responsibility to oversee this expenditure. The provision of these services for local residents is monitored throughout the year to ensure value for money and compliance with all NHS and locally set performance and quality criteria.
