The first part of this document explains how we will set up NHS North Essex, based on discussions during the consultation period and the latest national guidance. We have tried to present this information in a way that offers a guide for staff who are considering where their skills and experience are needed. Part 1 also includes a summary of the consultation feedback, our response to the main themes and general descriptions of the new structures.

The second part provides the human resources framework, revised in the light of feedback from consultation. This is the first of a series of guides to be made available on the application process to follow.

Transition 2011 in north Essex

Thank you very much indeed to everyone who has responded to the proposals for consultation.

It is a fantastic response. There are many helpful ideas and offers that will influence the way we proceed. We are still ploughing through the feedback and each individual Director is reading through all of the original responses that relate to their proposed structures.

Directors will be completing their revised structures in the light of feedback. The Executive team will discuss the structures and HR framework along with another look at our estimated running costs. As we expected, there is new and further information to come from the Department of Health, and we will need to consider this as well as part of our preparation for publishing the outcome of our consultation.

Consultation on establishing a single executive team for the NHS transition in north Essex

 

The three primary care trusts in north Essex (NHS Mid Essex, NHS North East Essex and NHS West Essex) have now completed the consultation with staff and others to establish a single executive team. The single executive will be the transition team for the move to a new local NHS by April 2013 (subject to approval of the Health and Social Care Bill).

These proposals represent a big step in a new direction, not just for staff, but also for partners, patients and local people.

During the consultation period we invited views from:

* all PCT staff and Board Members, whose jobs may have been affected in further reorganisation following the establishment of a single executive;

* those preparing to take on commissioning responsibilities in the future, including emerging GP Consortia, GPs and Essex County Council;

* and all interested partners, service users and community representatives.

All of the feedback received was used to inform decisions about the new executive.  The final decision for establishing the single executive can be found in the documents below.
 
The consultation period has now come to an end and we have reached an outcome concerning the establishment of a single executive for the north Essex PCT cluster.  Thank you to all those who contributed to the feedback and discussions. Your contributions are very much appreciated.
